We don't really know what the actual rank of Madara's Katon: Goka Mekkyaku would be, to be honest. Truthfully, the only elemental jutsu I see scoring an A-rank or higher at this point is Kisame's daikōdan, and that's because of the chakra absorption, not strength. This late in the game, an ordinary projectile's going to need something more than power and size to remain relevant and highly coveted it's going to need specialization. Yomi numa has an excuse for being A-rank in that it's powerful precisely because it doesn't behave like a conventional technique I can't make that same excuse for gōka mekkyaku, even if it's from someone like Madara. I think what I'm getting at is clear: two of those techniques were scored in the first Databook, and while things have changed considerably in the manga, elemental jutsu remain the unglorified projectiles they've always been. Raikiri is pitiful compared to all of the S-rank jutsu that have come after it, and dai bakufu is just about on par with Kakuzu's B-rank elemental techniques-it's still wholly inferior to teppōdama, a jutsu from the same element that's C-rank yet still more powerful! Apart from Naruto and Sasuke, there are only three elemental techniques ranked above the B level: Zabuza's dai bakufu, which is A-rank Kakashi's raikiri, which is S-rank and Jiraiya's yomi numa, which is also A-rank.
